CAREER SUMMARY

In his career, spanning 30 years, Mr. O'Connor has accumulated expertise in the fields of structural and materials engineering as applied to the assessment of the condition of existing buildings and development of documents for their repair.

He has considerable experience in materials used in building construction, ranging from the primary structural materials to waterproofing and flashing materials. In addition, he has performed a wide range of destructive and nondestructive site tests as applied to building components.

One of Mr. O'Connor's areas of emphasis is the assessment of problems with building enclosures, including roofs, exterior cladding and windows. He has evaluated buildings with moisture intrusion problems through exterior façade components, including elements of concrete, masonry, EIFS and stucco. Current assignments include overseeing repairs to windows and façade elements on a university building in San Francisco; façade repairs at a 1,400-room hotel in New York City; and roof replacement projects in Chicago and San Francisco.

In the past few years, he has completed roof projects with a total area of nearly 2 1/2 million square feet, including the McCormick Place South Hall (1.2 million square feet) and commercial buildings in Chicago; Orlando, Naples, Miami and Fort Lauderdale, Florida; Atlanta, Georgia; Newark, New Jersey; etc.

Mr. O'Connor was employed by Law Engineering for four years, where he performed many assessments and remedial designs for building structures, exterior walls and roofs.

While previously employed for six years by Construction Technology Laboratories, Inc., he directed major complex investigations of engineered facilities, including evaluations of deteriorated concrete in industrial and marine facilities in Abu Dhabi, Qatar and Dubai, in the Middle East.

For five years Mr. O'Connor worked at Randolph and Associates, Inc., performing structural designs for buildings, bridges, parking garages and wastewater treatment facilities.

After graduating with a Masters Degree, Mr. O'Connor worked for four years with the Arabian American Oil Company in Saudi Arabia. While employed overseas, he worked as an engineer on several large projects, including two years as a construction engineer during the building of a billion-dollar gas processing plant.

PRIMARY AREA OF EXPERTISE

Mr. O'Connor's experience is related primarily to the evaluation of the condition of existing damaged and distressed structures and the design of repairs to bring the facilities back to sound condition. The emphasis of his background is in reinforced concrete, structural steel and masonry structures, including such facilities as parking garages, bridges, plazas, building façades and balconies, marine piers and industrial plants. He has been involved in the preparation of rehabilitation documents for many different types of structures. His experience in rehabilitation projects ranges from preliminary site investigations through construction operations.

He was part of an emergency response team after the January 17, 1994, Northridge, California, earthquake. Arriving in Southern California the evening of the quake, Mr. O'Connor assessed the condition of a variety of commercial, institutional and multi-family facilities, made recommendations for emergency measures and participated in the development of repair plans and specifications.

A particular area of expertise of Mr. O'Connor is the evaluation of historic structures. He has completed investigations into the condition of structural systems in several buildings and other structures listed in the National Register of Historic Places, including the Lincoln and Jefferson Memorials in Washington, D.C.

SECONDARY AREA OF EXPERTISE

As a result of his many investigations into the causes of construction defects in structures, Mr. O'Connor has been retained as an expert witness in both litigations and arbitrations. Cases have related to industrial and institutional facilities, housing, parking garages and theater buildings.
